The mission
A lens for the waters the region shares, and — in time — an institution that keeps the record.
The lens
The sea the region shares is also the risk it shares — oil on the water, a vessel gone dark, a cable cut in the deep. Mercusuar is a way of reading that risk: open intelligence on ASEAN maritime activity, built from traffic and method rather than statements.
The institution
A lens is a habit before it is an organisation. Mercusuar is designed so the habit can be inherited — the method written down, the data queryable, the record legible to a reader who arrives late and sceptical. That’s the long shape. An institution is a long argument with time — this is the beginning of it.
Why it matters
Decisions about these waters are made on thin, contested evidence. A patient, open record raises the floor of that argument for everyone who works here — ecologists, navigators, the people who keep the undersea infrastructure intact.
